Ok I have a wall light that is run off the downstairs lighting ring. It has it's own switch but only works when the room in which it gets it's source from is on. I assume it has something to do with the permanent live but not that sure.
Can i junction box the permament live then go to the switch in the room it come in from?

Sounds as if the wall light is simply paralleled off from a main room light.
Is the room light in the same room as the wall light.
Is the switch for the wall light actually on the light itself, or is it a separate switch let into the wall somewhere.
It would be easy enough to alter, if someone was on site, but very difficult whilst trying to explain on this site. Your description is a bit too vague for anyone here to safely be of much help.I can afford anything that I want.

My advice, call an Electrician, ask them how much they charge per hour, don't pay more than 1hr or £25. Don't get sucked into 'oh, this needs altering', 'that doesn't comply' etc. etc.
It's a quick and easy fix and any spark worth his salt should have it done in <20mins (including taking light fitting down, and replacing)0 -
