Answering machine on home phone

Could someone pls explain why home phone suddenly start telling everyone that calls in that it can't receive any messages as the message box is full, knowing fully well that its a big lie.

You need to dial 1571 and delete some of your messages, the computer will prompt you. You can tell if you have messages waiting as you will be getting an intermittent dial tone.That gum you like is coming back in style.0
