Cant get a refund for something bought online

Im hoping someone here has some advice to give me cos i know nothing about this kind of thing! Basically i bought some shoes from a website almost a month and a half ago. I paid using paypal as i thought it would be better than giving my debit card details to th website i was buying off.

After 2 weeks the shoes didnt arrive and so i emailed them asking why, and they said they didnt have any and would refund me. 2 weeks later and i still had no refund so i sent them another email to see why and they said they couldnt find my transaction. So i sent them all the details and they said they would process the refund that day. It is now another 2 more weeks and still no refund.

I dont know what else to do. I went on https://www.consumerdirect.gov.uk but i couldnt find much information so i emailed them last week, but they havent replied yet. Should i just accept i will never get the money back?
The shoes i bought only cost £25 but i dont have alot of money, and thats a lot to me. Besides which, its unfair that i should just have to write the money off as lost and they get to keep it. Any advice would be much appreciated

    Contact PayPal and ask them for a refund.

  • Log into your paypal account and start an 'item not received' dispute. Paypal should refund quite quickly.

    Thanks for the advice but i tried that just now and paypal says 'Thank you for registering your complaint about this transaction. Unfortunately, this type of transaction is not eligible for PayPal dispute resolution. We encourage you to continue to work directly with your seller, as we have found that many misunderstandings reach amicable solutions through communication.'

    I didnt know i could do it through paypal as i thought you could only do it for things bought from ebay. Anyway it wont refund my money so i dont know what to do next
