"nd floor extension - what if no foundations laid for 2 storey

We ar looking to buy a house where they have converted garage into a room downstairs but we would think about extendin on top of it to make anothr bedroom. How do you know if there are footings for 2 storeys and how much more does it cost if it hasn't got them? How do they do it?

Underpinning is around £1000/meter.
It may be cheaper to.....
o- use timer frame for the top floor.
