just received notice to owner after 2.5 months

Need some help .
Just got a notice to owner for waiting outside Ealing Broadway Station, this happened on the 31st Dec 09 and two and half months later they issue a ticket.
can the company ( parking direct ltd ) do this

Well known and publicised scam. stop for 2 seconds and a girl jumps out of a parked vehicle to pic you with a small digi camera.
Ignore them, it's trash.

It happens every day and for about the last 2+ years!
It is a small lay-by right outside the Station that was onbviously originally constructed as a drop-off/collection point but the ppc have managed to persuade someone to let them scam it!
in many cases cos the slip road there is narrow - people back into the lay-by to let vehicles pass and in the time it takes - are scammed.

It is one of those classics - no point to it whatsoever other than to scam money out of people. it is protecting nothing.0 -

And a large number of those vehicles are showing brake lights or even reversing lights.
