Adding new card to Paypal

My card on Paypal expires next month so they sent me an email asking me to update it. The email was coshure as I logged in to Paypal without clicking links in email and everything was as they said it was.
Added the card fine but on trying to make the card the prefered one, the message "your card has been declined by your bank, please phone them to find out why"
Rang Barclays up who spoke to Debit card team and they've checked the card and say everything is all fine with the card and no problems at all with it
Any ideas ?

Can't help with the question, but btw it's 'kosher'... some people get upset about such things
