Rejecting made to measure goods?

Hi, I'm hoping for a little help here please as to how to deal with an issue I'm having with a made to measure window blind I ordered from an online company - I followed their measuring instructions exactly but when the blind came it was several cm too short for the space. When I measured it, it turns out that the material is 1cm too short - they say that the material part of the blind will be 2.8cm narrower than the measurement you give, but on my blind the matierial is 4cm narrower than the measurement I gave. I'm aware that made to measure items are exempt from the distance selling regulations but I would have thought that given the blind is over 1cm too short that I would be able to reject it for exchange or refund - is this correct? I know it seems mad to quibble over 1cm here or there, but I want the blind to fit the window recess properly!

I have another issue with their measurement instructions too: their website clearly states that if you have tiles in the bottom the window recess to give them the measurement between the tiles, but in the email I have from customer services they say that if the tiles stand out less than 2.5cm then to use the wall to wall measurements instead (this isn't mentioned in the measuring guide at all). But from the tone of their correspondance I don't think they are going to accept this reasoning and I doubt that I'm going to get anywhere with that particular issue.

But despite the blind being too short even if you ignore the tiles issue, at the moment they are refusing to exchange or refund at all and I don't think I can do a chargeback on my credit card because the cost was less than £100. Does anyone have any suggestions what my next steps should be? I'd be reasonably happy with a replacement that is 1cm longer, I'd be a lot happier if they'd agree to replace it with one that is 3cm longer, or if it comes to it I'll take a refund and source a new blind from elsewhere!
