There is a difference between an NI stamp as paid by the Government if you are on benefits and a full NI contribution as paid by you when you're working.

If you haven't paid a full NI contribution for the two tax years prior to your claim commencing then you can't claim IB (or ESA?? as it is now apparently for new claimants) so whether you have been off work for the last year is not important for claims.

The only way that you could get back to the position where you could claim full IC/ESA is by going back to work for 2 financial years, which probably doesn't help you out much I'm afraid.
