18k sitting in a ISA

I have 18k sitting in a ISA with the "Newcastle Building Society"........It is a cash ISA...
Is that the best place for it??? (not sure what rate i am getting at the moment)...
Ideally i would like instant access....... Which is the best place to get the best out of this money??
I also have 8k in a account which i was going to buy sharesor premuim bonds with..... Not sure what shares to invest in though, whats hot and whats cold at the moment????? Advice would be gratefully appreciared....
