confused line rental and broadband

I want to get a BT line connection into a property I let, then let the tenant get a suppier for their Broadband.
The tenant doesnt want to use the line for calls, but BT tell me they will be able to make calls, and I would be liable.
I have also been told the same persons name has to be on the line rental bill as the broadband bill?
What would be the best way to do this. The tenant doesnt want to sign up to a 12 month contract, as they may be be there for 12 month, but can get no contract broadband which can be canceled with they leave.

I've been in some tempory houseing and I would hazard a guess, it's best left to the tennent how they deal with their utility problems.IMHO

Hi,
My friend had a lodger and had no broadband, the lodger paid for the bb to be activated on the line in his name not the line owners with no problems at all, this was with AOL and a BT line.
Now then you can have BT place an outgoing call bar on the line for a small fee.
