    This last point cannot be emphasised enough. The freeholders control the management company that maintains the property ... this should mean less "excessive" repair costs as you can check all quotes before any major works is carried out and instruct the management company accordingly.

    You don't need to own a share of the freehold in order to be able to take control of the management of the building or assign your own agent.

    There are benefits to owning freehold/share of freehold but it isn't always going to be worth the money to shell out doing it.

    who is actually selling? the previous occupier/owner, or the housing association?

    I cant see a part-owner ever owning the freehold on a property, & I dont think a housing association would sell the freehold to someone that dosnt own the whole of the property.

    If its a flat or terrace, they probably would never sell the freehold anyway, unless they sold a whole terrace.
