Insurance after an IN10

Hi there, my OH had 9 points on his license last year for minor offences and was stopped just after buying a new van (same day he got it) and done for driving without insurance.
He was fined and got points which actually meant he lost his license for 6 months too.

Now we can apply to have his license back (at a cost of £50!!) but trying to get quotes for insurance is proving hard.
I've tried to get him insured to drive my car as a second driver but even though a)I've never had a claim b) my car is small and cheap to insure (£300 fully comp for me) my insurance company declined to insure him.

I'm a tad sick of doing all the driving but don't want to have to pay an extortionate amount that we in fairness just can't afford.

Any help would be appreciated.
Trying to save money to move to France.....eventually!
