Basic provisions - food/shelter/clothing/education/security - nothing more.
The mother was probably getting a wedge of benefits at the same time, and you want the state to pick up tabs for Kerry and councillors and analysts or whatever else you have in mind, and however other many children the mother may have had - or hundreds of thousands of mothers in similar situations.
Her mother was done for Benefit fraud last year.

Wow dopester, that's harsh. We shouldn't take it out on any kid, no matter how bad the sins of the parent are (and I don't think Kerry's are that major). I would want at least care and compassion added to that list of basic provisions - how much would it cost to provide those - they are more about mindset. If you give people just food, shelter, clothing, education and security you're not giving them any nurturing, don't you worry what sort of adults that will turn out?Please stay safe in the sun and learn the A-E of melanoma: A = asymmetry, B = irregular borders, C= different colours, D= diameter, larger than 6mm, E = evolving, is your mole changing? It stands to scrutiny that in any case, the taxpayer pays the price for dysfunctional parenting, sooner or later. It is better to minimise the damage at an early age - not dragging the abuse and neglect out for many years, until the damage is done.
I believe the taxpayer pays a lot more when the welfare system allows such generous claims upon it. Housing, NHS, unemployment benefit... have kids then a lot more of the same with big top-up benefits... and creates an ever increasing dependency upon it.
If it were basic provisions... a minimal safety net, then the taxpayer would pay less, and there would be much more incentive for personal responsibility and to try and get ahead in the world on merit.
As it is, I can partly understand the ever worsening chav/gang phenomenon of the last 6-8 years. Claim benefits.. and what is the point in bettering yourself and getting educated, when the average house costs an absolute fortune. Who wants to be a debt slave to that.0 -

I agree with those things, but having worked in Child protection for many years, Ill tell you right now, claiming benefits and child abuse are not mutually exclusive.
Kerry is not, AFAIK, claiming benefits, although of course it stands that her children may not be as well raised as it looks. The central london authority I worked for dealt with many cases of child abuse and neglect by famous parents.
