Abbey Life Wealthmaster - Notional Tax Paid

Hi,
I surrendered my wealthmaster plan and received a statement showing me the value of the gain as well as an amount with the words: "Amount of Basic Rate tax treated as paid (Notional Tax)
I received the full amount of my initial investment plus the full Gain. The amount of Basic rate tax was not deducted. I live in Canada as a permament resident and now canada's Tax agency is after me for some tax which i do not deny them.
My question is what does this Notional Tax amount actually mean? Has this amount been factored into my surrender value? It works out to be 20% of the gain value
Any help would be appreciated.
