best investment for children for a nine year and 13 plan

Hi,
I have £10k to invest for two children, money left to them in a will. One child is nine and the other five. I would like to start up two investment plans for £5k each for them. Anyone any ideas what is likely to have best returns on investment, I have been advised to look at Legal and General's Distribution Fund which has had high returns in recent years or a Foreign & Colonial investment although am unsure which to go for or whether to combine a number of their different investment funds? I don't want to put the money at too much risk though.

Does the 5k have to in trust for them?
Dont look at one fund/sector and recent years doesnt mean a thing. This is long term and a couple of years means nothing in that.I am an Independent Financial Adviser (IFA). Doesn't have to be in trust, just whatever offers best return over several years0
