Norwich Union Portfolio Bond - In need of some advice please

My mum has asked me to post about a Norwich Union Portfolio Bond to see what excellent advice we can get from MSE.

She bought it in Feb 2001 for £15,000 and has taken £5,625 in earnings out of it to December 2008.

In February 2009, it was valued at £11,442.

It has underperformed her other investments over the same period.

She is wondering whether to leave her investment as it is, or to cash it in at present rate and put it into a "safer" saving.

I believe that she is aware of some problems with Norwich Union and is thinking about investing in a fixed rate account instead.
