That is fine as far as it goes - but that Ofcom article hinges on the need to make charges up front and transparent. With regard to BT I don't think that is an issue - the charges for paying by any method other than DD are clear and obvious.
A more important point would be to require BT to state just how it costs £4.50 a quarter to receive payments by, for example, Internet banking and nil for DD.
I am aware that many companies levy these charges for payment but the OP specifically questioned those made by BT.
As indicated earlier I think it highly questionable that ANY company should impose such charges. It is discrimination against those who either choose to pay - or can only pay - by another method.

The £4.50 payment is on a quarterly bill - ie 3 times £1.500 -
Ryanair do exactly the same scam with their credit card booking fee. They charge 'per passenger, per sector,' so for two peeps return, you pay the £4.75 fee 4 times over (unless you use an Electron card). Grr...No free lunch, and no free laptop
