balance transfer for O.A.P

Hi can anyone give me some advice, my father is 78yrs and has a balance of £1200 on his credit card. He only pays the minimum amount each month. I have tried to do a balance transfer for him but had no luck. Anyone else tried to do a BT for a retired person ? any info appreciated.
