If I returned an item because I changed my mind I would not expect to get the delivery charge back
But you are entitled to a refund of the delivery charges (If you order online), if you notify the company within 7 days, under the distance selling regulations -

It gives you a chance to "inspect" the goods, which you can't do by looking at a webpage. It is unfair on the retailer, as they have paid out for the service, but thems the rules....0
