I've noticed a lot of general techie questions on this board lately that have had to be moved to the techie board.
I think a lot of people just read "Technical Questions" and don't read "about this site"
maybe change the board name?
eg. "This site - suggestions and questions"

Maybe when the forum software is changed, there will be some kind of rationalisation across the board(s).
