They cannot refuse to provide the information, it is a legal requirement under the Data Protection Laws. I would suggest reporting them using that link I provided.
The fact they won't provide it would indicate they may have something to hide.
Try ringing their head office and asking for their "Data Protection Officer", explain the situation to them. They should be aware of their responsibilities and arrange this for you.

Yes, under the Data Protection Act they can ask for a fee of up to £10.00 for each request made.

I did complain and have 2 posting proof sent to there head office and at the same time sent a copy to the FOS I been to court the CPS did not go with the case the court find in my favor and the case is dropped but that don't say Swinton would listing at all my main finding was is they got it all mixed up and that after deign by my with a friendly POLICE OFFICER the car that my insurance swinton changed my cover by mistake was in facet insured to another address not mine as swinton claim the person own the car have the same surname but first name start with Z mine start with A on a key board the A is above the Z .
I wait and see what the FSO finds are and if nothing I am going go to court sure only then some media program would see how much all of us can end up the same with BIG BOYS having the right to ruin your life and get a way with it.

What may have happened in your case is brokers / intermediaries use computers that normally file clients under their name. So they may have altered your policy by mistake instead of the person with the same surname but different initial (I've seen it happen before).
Like I said before I would recommend you get a copy of your file from Swintons under the Freedom of Information Act. There will probably be notes from their staff on their as to whats actually happened.0 -

It's the data protection act not the freedom of information act.
Data Protection is information about yourself that companies and organisations hold.
Freedom of information is information about the going ons of public bodies.
And the OP needs to send their letter to the Data Controller of Swinton and send the letter by recorded delivery in case Swinton decide not to play ball. To avoid delays and the company mucking you around a £10 cheque should be enclosed with the letter, state you have done this and put the cheque number in the letter. Swinton have 40 days to provide you with the information.

Back to the original topic of conversation, a letter from your previous company detailing how many years no claims bonus you went to them with should be sufficient proof of your 9 years.
If you use an aggregator website i.e. moneysupermarket, gocompare etc. They do not word it right, a lot of people make the mistake of entering the wrong no claims bonus.
From the companies point of view, it was you that entered the wrong information so they'll just keep charging you on that basis.0
