Citi Cards over charge me

I made a balance transfer to my Citi Card at 4.9% interest rate and for the past six months have been charged 15.9% interest. Each month I call them to complain and each month they say it will be sorted for the next payment to no avail. I have just rang again and they say it will definately be put right for April. I am so annoyed that they are dragging their heels on this , can anyone suggest what I could do to speed them up????
