Parking Ticket Help needed urgent!

Hi,
Currently recieved a parking ticket from blackburn council
For parking on a car park (permit only)
The time which i parked on at was around 8pm i was only there around one hour
There was no ticket on the car etc
My friend also parked on the car park he recieved no ticket
How did i recieve a fine if it was so late and no ticket on car when i went back can they do this? please help!

was wondering how do these car parks operate would u know? do they work 24/7 cameras? as no ticket on car would think no attendents etc around at that time0 -
We need to see or at least know what you have received. Sounds like a Notice to Owner - yes?
and - as said need to see ALL of it.
