signs to indicate change in parking restrictions

hi,
i once read BT automatically appeal every parking ticket and won approx *60%* of appeals (this figure sounds grossly wrong so i think my memory has failed me)

armed with that knowledge, I appealed my last ticket on rather flaky grounds, and received a reply 5 months later stating that the ticket was in fact valid, but as they'd taken so long to respond, they'd waive it as a gesture of goodwill

GREAT!! it clearly makes sense to appeal every single one!!

last week i parked on a side road near a pub. i've been there before and parked on that road, and it was fine (the last time was ~ 18 months ago).
in the meantime, new restrictions up to midnight have come in. the changes to the restriction has absolutely definitely come in during that 18 month window as I've confirmed with a couple of regulars. the new time was signposted but it was on a tiny yellow sign, and no attention was drawn to the fact that it had changed.

I can't say whether they followed correct procedure (as stated in the appeals guide on this site) but I do feel that it was a bit cheeky changing it and NOT clearly indicating so.

do i have any legs to stand on??
is this a valid excuse?
I am also aware that a considerable amount of time has elapsed since I last parked there - but as I can't think of any other grounds for appeal I'm going to have to take a shot with this!

    On the basis of a restriction changing sometime in the last 18 months I think you are barking up the wrong tree.

    the only matter of interest from that angle would be the compliance of amending the relevant TRO/TMO.

    More relevant at the moment is the crucial basic info of - Which Council? and always wise to show the PCN - ALL of it.

    On the issue of not having a scanner - always bemuses me that is as far as people can think? There are umpteen alternatives. Digi cam, internet cafe/small pc shop/library facilities/ Friend? neighbour?

    on the other issue. Yes. Traffic Mnagement Order and relevant amendment is available to view by right. wherever the Council direct you and often at main library. Don't be surprised that they have no idea what you are talking about though - and just takes time to find the right person.
