Under floor heating

My flat has 70's style electric under floor heating (built 1969 to be excact). Each room has a thermostat on the wall with "off" and "auto" as a setting and a temperature gauge which goes to 80.
The problem I have is the rooms are not getting warm. I have checked the fuse box and all the fuses are ok (even rewirred them 15amps). If I move the temp gauge when it is on Auto I hear a click. If I switch it to off I hear a click too. Making me think at least the thermostats are working.
This system used to work. Now I may be mistaken but I think it stopped when I went over to Economy 7. Does any one else think that could be the case or could it just be coincidence?
Further info, one of my floors does get slightly warm.

I might be wrong but I think economy 7 is only on at certain times of the day. Mainly evening/ nights and weekends.I used to be indecisive but now I am not sure.0

Yeah economy 7 comes on at 11.30 for 7 hours but I was wondering whether this fuse box only works then or does the entire electrical feed to the flat go over to economy 7?Lady Astor: "Winston, if I were your wife I'd put poison in your coffee."
