All of our radiators have individual thermostats on but one of them isn't heating up even though it is on max.
Any ideas please?

Sometimes those thermostatic valves get stuck. Try opening and closing the valve several times.
On my valves, I can remove the thermostat part, and force the valve open - see if this helps. If so, you may have a stuck/faulty thermostat on the valve.0 -

Shut off all the radiators that are working and leave the cold one on. If it then warms up it will mean that the system will want ballancing.
