House Insurance matching items query advice needed

I contacted my insurance company regarding a hole in a panel in my conservatory roof. They confirmed that it would be covered under insurance and sent their people out to have a look. The roof has four panels and they are saying that they will only cover one panel due to the matching items clause - however the roof is now obsolete so to replace the panel with the hole in means replacing the whole roof. I have had an independent person out to check this and he has confirmed that this is the case. I cannot afford to replace the whole roof the insurance company people quoted me £3,500 - one panel would cost £235 and this is what the insurance company have said they will pay out. The company I contacted have quoted me £1,700. I still cannot afford £1,700. Where do I stand? Any advice would be appreciated.
