    Not as easy as the NS&I certs, as you need a broker, but this is the only thing I can think of offhand.

    True, but there's no guarantee that they will continue to target inflation. They may decide that keeping everyone's loan repayments cheap is more important than keeping inflation low.

    Plus there are fewer and fewer banks around, therefore less competition to attract savers, therefore lower rates.

    The BoE can't change the target - the govt could change the BoE's objective, but why do it ? The impact on the £ and UK's external funding costs would be massive
