You can take it out including monthly index changes after the 1st year.
Each year the value of the certificate is fixed and won't fall below that (+ % above index).

True, but there's no guarantee that they will continue to target inflation. They may decide that keeping everyone's loan repayments cheap is more important than keeping inflation low.

The BoE can't change the target - the govt could change the BoE's objective, but why do it ? The impact on the £ and UK's external funding costs would be massive
