Is it best to mention balance to transfer?

I have been accepted for a Lloyds TSB card but i was just wondering if it makes a difference to your acceptance or your credit limit if you tell them that you have a balance amount to be transfered to their card on your application, or wait until you have the card in your hand,

I put the amount I wanted to transfer on my application form. I have the Lloyds Platinum and they gave me £15K. Be careful as the BTs are only free during the first 6 weeks of the card.0

My experience says yes. I,ve found they base the limit on this, rather than trying to prempt what you might transfer
