cannot enter secure sites

Can anybody help me. Just recently I am unable to enter secure sites eg. banking login. I get the cannot find server. Page cannot be displayed message every time. I have ad aware spybot and spywareblaster installed as well as norton antivirus and norton personal firewall.
I am an OAP and not very computer literate.

This morning I was having lots of problems surfing - it was like treading through treacle! I have done a system scan which didn't show any problems. On the news they were saying there are lots of problems with various sites currently, due to the 'My Doom' virus.
Don't know whether this applies, or whether someone more 'techy' can help further.

Cannot Gain Access to Certain Security-Enhanced Web Sites

SYMPTOMS
When you try to gain access to a security-enhanced Web site, you may receive the following error message:
The page cannot be displayed
Cannot find server or DNS error
CAUSE
This error message can be caused by incorrect security settings in Internet Explorer.
RESOLUTION
To resolve this issue:
Quit Internet Explorer (if it is running).
Click Start, point to Settings, click Control Panel, and then double-click Internet Options.
Click the Advanced tab.
Scroll down to the Security section.
Clear the Use PCT 1.0 selection.
Clear the Use TLS 1.0 selection.
Click OK.
MORE INFORMATION
Some Web sites do not support the PCT 1.0 and TSL 1.0 protocols.

I'm a qualified and experienced engineer and I'm happy to try and help, but what OPerating System are you running, and what version of Internet Explorer (if it is IE you are using).
The find out about IE, load it up, click 'Help' then 'About' and it will display a box that contians the version number.0 -

I am having the same problem this week. I can access the sites with dial up internet but NOT with broadband. My ISP is Tiscali who say the problem must be with my computer but why should it suddenly stop working?
I am running Windows 98 and Internet Explorer 6.
Any suggestions?0 -
could be a firewall blocking the sites. your firewall may be looking at your broadband ip address whereas with dialup this address is not static so the same checks may not be occuring. try disabling the firewall briefly and accessing the site. see if that now works. if it does have a snoop around in ur firewall.0
