Heating/insulation grants?
I'm getting really high energy bills (heating), the house is solid wall, always cold, I have double glazed windows and loft insulation (floor only, not roof) but my second floor is always cold.
The walls are solid brick.
What can I do to make it more efficient and/or get a grant for more work? My boilers pretty useless too, doesnt always run hot water, not modern (no thermostat, old external timing control, no hot water tank).
When the heatings on it has to stay on, turn it off and its cold again within minutes.
We have to wear clothes plus a dressing gown to keep at an ok temperature.

Our house has solid brick walls too and it is a right pain. You definitely need to get a new boiler, I think that's about the only decent improvement you can make really. I know there are types of insulation you can put on your walls under the wallpaper but I don't know how good it is - my guess is it isn't.
You might be able to get some sort of grant towards a new boiler. Have a look at this grant finder tool and see if it comes up with anything: http://www.energysavingtrust.org.uk/proxy/view/full/2019/grantsandofferssearch
Also, I know it might sound weird, but make sure you close all your curtains on cold nights. Get good, thick, heavy curtains up to your main windows and keep them closed and you will be amazed at what a big difference this makes. We started keeping ours closed at night this winter and we could really feel the difference.0
