Reassessment of Student Finance for year 2008/09

My sister split up from her husband last year. As a result, her daughter at Uni was awarded a full grant. She has been claiming state sickness benefit for some years, as she is unable to work.
She has now got a letter saying "We have to review the assessment of student finance for the above named because we understand your circumstances may have changed"
She says she has not informed anyone that her circumstances have changed, and they have not.
Is this just a normal letter that is sent if you are split up or on sickness benefit, or do the student finance people just select random students for this?
Thanks in advance for any help.
She is worried sick.

That's unusual and if your friend's circumstances have not changed since she filled in the paperwork last time then it's probably just a glitch in the system. The best thing for her to do is to call the SLC or LEA (whoever sent her the letter) and ask them what change of circumstances they are referring to.
She should try not to panic, she's done nothing wrong. The system just doesn't always work as it should.0
