NS&I Index Linked Savings Certificates

I saw Martin recommend these a few months ago. I'm incredibly risk averse so the fact that its NS&I is very attractive to me but I have one question if anyone has the answer (I might just be being thick). These certificates are supposed to pay inflation plus 1% but what happens if inflation falls below zero will I end up having to pay them?
