UPVC Window/Door Repairs

I'm getting a few people to quote on the following and wondering what is a reasonable quote or are some of these jobs DIY?
UPVC rear door is half glass half panel but we want the panel replacing as it has a cat flap in. Will probably also need a new rubber seal as the current one has split into two. (Have had one quote of £100 for the panel only, a second quote of £60)
I think a few windows need the hinges replacing as they wont close tight and there is a draught coming in. (Have had one quote of £60 for 2 windows, a second quote of £255 for 3 windows)
The conservatory has a problem with the small windows along the top. One of the windows has a handle which will not close and lock into place you just have to pull it to. Also one of the small panels in between the windows is cracked on the outside so needs replacing. (Have had one quote of £140 plus another quote of £100 to fix the glass only, a second quote of £90 for the glass but a whopping £75 for the handle fixed, or rod as I have discovered below! )
Many thanks

I think I've figured out the problem with the window which will not close. The handle is fine it's the bracket which has worn away. I've taken it apart and it says it's a 22/400mm backset.
Any idea where I could purchase one from, it's a 2 minute job if I can locate the correct part.

Have had a look on the net but still not sure exactly which one to go for, are they standard? You are looking at £5 - £10 plus postage. Had some chancer come round today and quote £75. He was about to go ahead and fix it but my partner put her foot down and said luckily said she would have to run the quotes past me.
Any help much appreciated0 -
you can get the mechanism from here:
http://www.handlesandhinges.co.uk/html/window_locking_mechanisms.html
but will need to determine if the mechanism is inline or offset - see the diagram on site.
For a 400mm its £14.95 including p&p0
