Yes you can. When making the booking just enter one of the passengers with 1 bag and the other with 0 bags. Also don't forget to remove extras like insurance and meals if you don't want them.0

You can share the suitcase, but I'm not sure they'll let you double or 'pool' the baggage weight allowance. In other words, if you can fit two people's clothes into the weight allowed for one person you'll be fine.0

When we flew with Jet 2 18 months ago we shared one bag of 20kg between the 2 of us (baggage charges had been introduced then)0

I've just checked this and it seems Jet2 does allow 'pooling' of baggage allowances. (http://www.jet2.com/questions/baggage-advice.aspx)
However, you would have to book the ticket as each carrying a bag for this to apply; obviously if only one of you pays the baggage charge they'll only give you one allowance. This seems to be 22kg, which seems extraordinarily high for a lcc, but there you go. Given that it is so, however, I don't think anyone would need more than one bag between two, so you were right to ask!0 -
The new allowance is 17KG pp and it does seem you can pool it (provided you pay for 2) HOWEVER under EXCESS BAGGAGE it saysExcess Baggage
Subject to availability and at Jet2.com's discretion you may check-in excess baggage, which will be subject to an additional charge. This is currently 6GBP / 8EUR / 14.40CHF / 270CZK / 36PLN per kg. and the charge is payable at the departure airport. Payment is generally accepted in local currency cash or by payment card which support foreign currency transactions. If you are planning to travel with excess baggage please allow extra time for the check-in process. No single item of baggage may weigh more than 25kg, with the exception of wheelchairs and certain items of sporting equipment which may weigh up to 32kg. We will not be responsible for any loss you may suffer if there is insufficient space to carry the excess baggage.
Please note that at some European airports, payment card payments may only be made in the same currency as used for the original flight booking0 -

Actually it says that 17kg is the OLD allowance, and from the end of March it will be 22kg. Quite why they're putting it up is beyond me, but it does help if you read what it says.0
