No PCN, No evidence provided!

I would appreciate any assisistance regarding a parking ticket that I have recently received.
I parked in a pay and display in an area of North London that I am familiar with in November. I always buy a ticket. When I returned to the car there was no PCN on the windscreen or any sign of adhesive which may have remained if someone had tried to take it off.
At the beginning of January 09 I received a Notice to Owner for non display of a ticket. The PCN was issued by a CEO, not from CCTV.
I appealed requesting photographic evidence. The appeal was rejected on the grounds that they did not legally have to provide proof, effectively saying that the word of the officer was sufficient. My understanding is that a CEO takes photographs for evidence, should it be required. Are there some rogue CEO's out there who are taking advantage of this?
As some time had passed since, I have no idea if on this occasion I had simply forgotten to buy a ticket or if the ticket had fallen on to the floor. Any ticket purchased would now have been disposed of.
Without some element of proof, this seems to me to be an unjust process.
Does anyone have any suggestions as to what I should include in the next appeal? Any advice? Anyone been in a similar situation?

What the experts will need in a scan/photo of the nto, both sides, and any correspondence you have sent and rec'd. Clean off all identifying features. Sticky at start for howto.
Pictures of any lines and signs of the offending area would be a help.
This is assuming its a Council nto and not a PPC.
Regarding the possibility of a corrupt CEO then yes, it has been known.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
