Bank statements

Hi,
Basically, I am trying to open a natwest student account. It's hit a problem because they need the last 3 months bank statements, however i've been in Thailand for the last 6 months, and I have had no new statements online since I wasn't using that account at all - no money in, no money out (I don't receive them by post, just do everything online). They said I need to get those last 3 months bank statements even if they will appear blank.
I went to my original bank and asked them to print off the last 3 months bank statements for me (even though they will show nothing). The girl there said she couldn't/wouldn't print bank statements for me, but would provide transactions copies. Sent them away, put a note in writing saying what's happened.
I then called natwest up and told them everything - one guy on there told me that it is illegal for banks to refuse to print bank statements.
Got a phone call today saying it's not good enough and I need to provide the last 3 months statements.
So my 1st question is - is it illegal?
My 2nd is - why do they want my statements even if they will show nothing? The person I was talking to said even if they are blank, they need that.
Appreciate any help

Because it will have your address and the bank header (so they know its genuine).
They will supply you with statements, go back in and demand statements (if you have to blag it so be it, say its for HMRC for proof of address or for employer). It may have to be posted to your address though, this is what Barclays do. If they say they can't do it in branch ask for the statements to be posted to your address.0 -

So it's nothing to do with checking about money? It's just for proof of address and bank? because I've already been into the natwest local branch to show my passport and drivers license for ID proof.
Anyway, will do what you suggested,0 -
Really? It maybe to do with income levels etc. but I would be surprised at that! Weird.0
