When is a current account not a current account?

When it is a Barclays cash Card account which, despite being listed as a 'straightforward current account', is exempt from the 10% Regular Savers account offer, which is supposed to be available for all current accounts (despite not being listed as an exclusion in their Terms and Conditions).
Do the banks really have to make it so very hard to save???

Just a couple of thoughts:
1. Does Cash Card Account allows standing order that is a mandatory condition of the Regular Saver?
2. With salary £1000+ can't you upgrade your account to a better one?0
