Yes fitting that ballast in the fitting will work, provided it will fit and leaving the starter socket in the fitting disconnected.
It is a bit of a pain having to change the ballast but there doesn't seem to be many dimmable fluorescent fittings available for domestic use.
Make sure a 0-10V dimmer control (not a standard one) is used with it.
