The person you spoke to probably couldn't give you any more information than he did. Once you've filled in the CO1 form it is up to the LEA not the SLC as to how they decide to proceed as they are the ones who made the decision to give you the money initially. It is unlikely that the LEA will request all overpayments to be repaid immediately, and not entirely certain they'll ask for it back at all. If they do request it all you'll be able to speak to them about an installment plan rather than paying it back in a lump sum. They'll take into consideration your current situation and work it out with you.
