Something on the wall???

We're getting something covering the wall in DS's bedroom. He has 2 outside walls in his room and it's on both, especially around the corner where they meet. It's like a light coloured covering on top of the paint. At first we thought it was dust but now know it isn't.

We painted his room 2 weeks ago and it's already back . Does anyone have any suggestions as to what it could be? We wondered if it's damp.

Thanks in advance

You can get paint that blocks damp or stains its not that expensive but if its damp you want to know where its coming from. If its 1st floor room then it may be from the mortar/bricks if they are old, or rendering or even from a blocked gutter or from the roof for that matter
