Connecting a connected rad unconnected

I have a freind who wants a bathroom radiator the same as the one I used in my last property. Mine was part of a hot water central heating system but he has electric heating! When I suggested he buy an oil filled one he said that he didn't like the style of all the ones he'd seen but remembered that I had fitted a "summer use" element which gave me warm towels even if the heating was off.
I was wondering if you could just use one of these filled with water and capped off to provide heat. I imagine it would work better filled with some kind of heat transfer fluid as used in solar panel heating and at least inhibitor added to the water but wanted some opinions as to whether it is do-able. I see no reason why not

There are plenty of towel radiator to choose from where you can fit an electric element in. Fill them with water and some inhibitor and they work just fine.
Refer to manufacturers instructions as to the electric supply. Quite often a switched fused spur is required with the correct fuse inserted for the element chosen.
Remember not to fill them right to the top. Refer to the manufacturers instructions supplied with the rad as to how much water to put in there. The water expands when heated and needs room in the rad to expand.
