Length of tenancy

Hi All,
I am new in the UK and I have been trying to rent a house for past 7 weeks. I am in the UK on a short term contract for 6 months. I have approached a lettting agent who has arranged viewings of some properties. Some are centrally located and some on the outskirts. My preference is to stay near the town centre. I so far selected 2 properties, paid the registration fee (for credit checks and reference checks) to the LA but am told that someone else got the property since he was ready to sign a long term contract. 1 week back I saw a property and the LA told me that I am the first person to view that property. I filled up the forms but since then the LA has gone quiet. Every time I call them I get a reply that they are processing my application. I wonder what takes so long to process. I have a feeling that they are waiting for someone else to turn up who is ready to sign a longer contract. They are trying to offer me the properties that are not in good location and where they find it difficult to get tenants. The LA is a member of OA and NAEA.
My question is, can the length of tenancy be a criteria for the LA to decide who moves into the house? If not then a property should be dealt on a first come first served basis (subject to fulfilling all requirements). Any response would be appreciated. Thanks in advance.
