I bought 2 new bath sheets last week from Asda, organic cotton, reduced from £9 to £4 each. I washed and tumble dried them both before use and they are lovely and fluffy. A huge amount of fluff came out in the tumble drier though.Just when I'm about to make ends meet, somebody moves the ends0

If you don't wash them you can't dry yourself - they aren't absorbant and we had the same experience as another poster when we decided to buy a beach towel on holiday - got covered in fluff - it was only any good for lying on.
I prefer rougher towels to soft and fluffy too. Though in the winter I do dry them in the tumble dryer - without fabric softener. But give me a fresh line dried towel any day. You can smell the outside on the towel.0
