cancelling capital one

why can i only cancel my capital one credit card and pay off the balance by telephone if i am over my limit or in arrears with payments. is it just them squeezing out the extra pennies worth of interest whilst my card is still active while the payment take five days to recieve. surely a credit agreement can be canceled at any time by me just as they can cancel it at any time and reuquest immediate and full repayment. any help would be appreciated. and by the way i dont want to spend the extra money just to try and take the card over its limit.

Also tried to cancel my capital one account. They didn't even send me a card to start with! Phoned them two weeks ago to ask them to close my account, which I never used anyway. They said they would send me letter confirming my account was closed. I have not received any letter yet.
Will phone again tomorrow.

Before the card arrives...YOUR RIGHT TO CANCEL
Once you have signed, you will have for a short time a right to cancel this agreement. You can do this by sending or taking WRITTEN notice of cancellation to Capital One Bank (Europe) plc, Trent House, Station Street, Nottingham, NG2 3HX.19. Closing your account.
You can close your account and end this agreement at any time by writing to us and enclosing all cards and credit card cheques in the condition set out in section 16.0
