I have just looked throught the documents and dates again.
A reply to the initial appeal (e mail of 25 Sept.) was received from Islington Council on 3 Oct. In this reply there is a paragraph saying:
"If you wish to comment on my decision or on any aspect of the service you have received from us, please email [EMAIL="parking.appeals@islington.gov.uk"]parking.appeals@islington.gov.uk[/EMAIL] with ‘Feedback’ in the subject header. Alternatively you can write to us at the above address."
Does the fact that my brother didn't respond make any difference? The next correspondence was the NtO, which was appealed against (e mail dated 16 Nov) although not for any of the reasons on the form. This is the email a reply was not received from (as far as we know).
Are we still ok to tick the second box on the Witness statement form?0 -

Irrelevant. Not part of the enforcement process. Sounds like they are just touting for customer comment so they can use the useful ones. (i've had a similar verbal request from them myself).

Hi everyone,
Just to let you all know, we've had some good news. Islington council have decided to close the case with no further action! Apparently they are unable to review the appeal because they are "unable to print copies of all the evidence on which they wish to rely".
So, we have a result. On behalf of myself and especially my brother, a MASSIVE thank you to everyone who took the time to read this thread, review the documents and offer their advice. It is much appeciated,
