Home Insurance Policy - electrical certs?

I own a flat but the building's insurance is purchased communally. We all buy our contents insurance separately. For the first time, our insurance company (which we've been with for several years as they've always given the cheapest quote) is now demanding electrical certs for the entire building. Is this normal? It's expensive! Thanks in advance for your help!

The law for electrical certificates applies to Commercial Premises so a business would have to supply these certificates. It does not apply to residential properties eg your own home or flat.
However it does apply to communal areas in blocks of flats eg the shared hallway so the residents association would need to supply the relevant certificates for the communal areas and have in place a system to ensure they are checked at regular intervals (Normally 3 or 5 year periods).
If any of the flat owners are renting their flats out they may need to provide electrical certs, try googling that.0
