what do i do next??

hi ..hopefully someone can help..
i'm with Abbey and i've been trying to claim charges and started the ball rolling in november 2008..i've sent off (twice) my financial circumstances evidence (i'm claiming hardship,unemployed,being with CCCS DMP,new born baby etc) and have got these 2 letters back so far.....
it seems they're stalling and stalling... it basically says "we're looking into it,to fully understand it"
what would you guys suggest i do now? it's a month each time a letter comes,i can't afford to wait any longer for a response..!!!
should i phone? send another letter?get the ombudsman involved?

    After 8 weeks you have every right to go to the Financial Ombudsman Service.
    That means 8 weeks after your initial letter asking for the charges back.
