    Bang out of order.

Next time he calls, tell him in no uncertain terms that you have found his approach highly unprofessional, that if you were ever thinking of using him you certainly wouldn't now, to stop calling you, and that you certainly won't be recommending him to anyone in the future.

Then stop answering his calls (assuming he's calling your mobile). If he persists after that, a strongly worded letter citing your right to stop the marketing to you.
  • Write to the offending agent telling him to cease and desist immediately or you will tale further action against him for harrassment. If he persists get your solicitor to write to him.

Tell your current agent that the other agent is canvassing you or soliciting business from you.

Let your current agent thrash it out with his or her competitor.

The first piece of sensible advice so far. The other is grow a thicker skin. Sadly, what he is doing is fairly typical.
