When a thread has got an area in the title e.g. Birmingham, does it mean it's only open to peeps from there?

Yep it probably means that the makeover in this case is in Birmingham and therefore if you live nowhere near there (unless you want to foot the travel expenses to go down) then you shouldn't enter. Also some comps will say a place in the title because that is the only area the prize will be delivered in etc.0
